From the Image window's menu, View > Mode > Cursor
From the Image Context Menu, then choose Mode > Cursor.
From the Image Toolbar, click the 
button. This button also has a right-click
feature, as describe below.
Cursor Mode
Cursor Mode enables the Image Cursor so that you can move and resize it. In Cursor Mode, mouse clicks inside the Image Window are directed to commands for changing, moving, and resizing tje image cursor.

You can move the image cursor to a new position without actually entering Cursor Mode. In any mode, point the mouse where you want the image cursor centered. Holding down the [Shift] key, click the left mouse button. |
Make sure the Image Window has focus.
Choose one of the following menu commands:
Press Ctrl+D to enter Cursor Mode from any mode. This is a toggle button; use it in Cursor Mode to exit to Roam Mode.

When you are finished with Cursor Mode, you can
disable it by selecting any other command mode, such as clicking
to choose the default Roam Mode, or by using Ctrl+D as described above.
In addition to entering and leaving Image Cursor
Mode, the button on the Image Toolbar gives
information about the cursor and opens a tooltip showing the cursor
properties.
To view the image cursor properties, hover over the
button to open its tooltip. Cursor
properties are shown as in the picture below. The middle line
specifies the pixel coordinates in the current image.
To adjust the properties of the image cursor, use
commands in the View > Cursor menu
or right-click the button to open a
popup menu. In the popup menu, the Image Cursor
Properties command allows its local properties to be set at
once for the current window.
